Rural Enforcement Should Not Be an Afterthought

Rural access is different
A policy that looks simple from Edmonton can land differently in a town where the nearest compliant retailer is already far away. If lawful supply contracts locally, enforcement has to be ready for the substitute channels that appear.
Three rural metrics
- Distance to lawful adult retail.
- Complaint response time outside major cities.
- Regional illegal-supply indicators and repeat complaint clusters.
