A strong Alberta vaping framework must work beyond major cities. Provincial autonomy should mean regional realities are measured, not buried inside province-wide averages.
The regional autonomy test
If Alberta builds its own enforcement model, it should be able to show how the model performs in rural communities, smaller cities, and prairie regions where legal access and inspection capacity can look different.
What should be regionalized
- Inspection coverage.
- Legal retail availability.
- Online enforcement complaints.
- Travel-distance effects.
- Youth prevention indicators.
Important distinction
This is not a claim that the Premier has endorsed any coalition or any vaping-specific position. It is a policy alignment point. If Alberta is serious about provincial autonomy, then Alberta should build the enforcement model for Alberta's nicotine market rather than leaving the file half-built.
